Foaly is the LEP head technical adviser. He is a paranoid and extremely smart centaur, convinced that human intelligence agencies are monitoring his transport and surveillance network. To prevent them from reading his mind, he wears a tinfoil hat at all times.

Foaly is the main reason the fairies have not yet been detected by the humans, and has created many inventions used by fairies every day. These inventions include the Hummingbird Z7's and the Neutrino Weapons series.
